Port Charlotte is not a city. It's unincorporated Charlotte County, so roof permits go through Charlotte County Community Development, Building Construction Services, on Murdock Circle. The county lists residential roof permits as over-the-counter permits with minimal or no plan review, and its roof checklist asks for the wind zone, roof slope, deck type, and the product approval numbers for the underlayment and the roof covering.
That checklist is a useful thing for you to know too. A roofer who can't tell you which underlayment and which covering are going on your house, by product approval, isn't ready to pull the permit.

Before you hire anyone

- Ask whose name will be on the permit. It should be the licensed contractor doing the work.
- Get the scope in writing: tear-off or overlay, underlayment, decking repair, flashing, and cleanup.
